About HPSCBC

Pursuant to the judgement and directions contained in the case “Ind& Others Vs. Union of India” (C.W.P. No.930 of 1990) decided on 16.11.1992, the H.P. State Commission for Backward Classes was constituted, vide notification No.Kalyan-Ch(10)-6/90-III, dated 30.09.1993. The functions of the H.P. State Commission for Backward Classes are drawn up under Article 16(4) of the Constitution of India for inclusion of any backward class of citizens for the purpose of representation in the State services. The functions of the Commission take into its sweep the requests for inclusion of any class of citizens as backward class in the List prepared by the State Government for the purpose of making reservation in services and hear complaints of over-inclusion or under-inclusion or non-inclusion of any backward class in such lists and tender such advice to the State Government as it considers appropriate. The Commission is a permanent statutory body and its recommendations are ordinarily binding upon the Government.

The main function and activities of the department are to examine requests for inclusion of any class of citizens as a backward class in the lists and hear complaints of over inclusion or under inclusion of any backward class in such lists and tender such advice to the State Government as it deems appropriate.
